GlobalUpdateConfig script for service model: AOSService on machine: ...

Hello gurus of LCS Hosted environments and maintenance update processes,
 
I need your help.
 
There's a few posts that start with similar error messages to what I'm seeing on 2 different tier 1 test environments that I have.
 
Here's the scenario and error message:
In my asset library I've created a Merged Package of two other Software Deployable Packages.  The SDP's that I merged are:
- Service Update from 10.0.31 to 10.0.35
- Our ISV and Custom code SDP built on 10.0.35 environment.
 
But when I try a test run of this SDP on a tier 1 test environment this error comes up:
Status: Failed. Step 23: GlobalUpdateConfig script for service model: AOSService on machine: <My test environment here.>
 
But unlike in other posts where the usual path is to check the offending failed steps log file..... in the downloaded logs, in folder 'RunbookExecution-ExecuteParallelRunbook....' there is no Step 23 log file
There are log files for steps before, and after step 23 though. This seems strange to me,, if it failed at Step 23, how could later steps be executed?  Clearly I don't fully understand some aspect of LCS updates yet.
 
My goal is to apply this Merged SDP to one of LCS hosted Test or Preproduciton systems to do the Sign Off and Mark as Release candidate for an eventual scheduled production upgrade.

    Follow up on this.  I applied the same Merged Package to my PreProduction environment. It succeeded.  So I just figured that there was something up with the test environments, and I'm deallocating those test environments.
    I am creating a new cloud hosted environment and my plan is to try and test on that one.  I'm going to maintain and apply packages to the new cloud hosted environment to make it look like my test environment, then as an experiment apply the merged package there and see what happens.
     
    I'll report back here.
