How I will forcefully stop saving Vendor when Address Grid having nothing. Please check the following:

I don't think there is an out of box function that prevent saving vendor without entering address.
However, you can use Global Address Book to check vendors without address specified.
Do you mean , if the address in not enter , do not allow to create vendor record ? Could you please share reason behind doing this?
Creating vendor and adding address are two different things , you first create vendor and then add address for it , so even if you want to achieve this through customization i.e checking if address is created or not for a particular vendor is not possible as vendor is not at all exist in the system.
One possible way is , creating vendor from GAB form where you dont allow to create vendor(Click on vendor button ) if the address in not addredd on the record.

When you create a customer, there is a "quick create" form used with minimal customer details and the address. You can consider creating a customization for the vendors in a similar way. Then you are able to check the contents of the address if someone wants to close the wizard form.
Doing something on the standard vendor details form is harder and cumbersome.
Please let me know, is there any thing I check the Address having line or not.
For example if I call ValidateWrite method and Under ValidateWrite method I check the Address Grid have any line or not.
If no line exist then warning message will show ("Address is required").

Or just let me how I will count the line under Address Grid ?
If count is zero then warning message will show ("Address is required").
On the vendor details form this is not possible as it first needs a vendor with a linked party. Then you can add an address.
Like mentioned above, you can try to change the procedure to first create a party with an address and then create a vendor with this party link or use another create form where you can implement all logic before closing the dialog.
