I'm trying to prevent any users from creating new apps in the app designer. Basically trying to remove the "Create New App" button for basic users. Thank you in advance.

Navigate to settings->Security->Security Roles->Open Existing security role->Customization tab>Model Driven Apps
Remove Create and write privilege
