Is there the ability to restrict users from accessing CRM to certain times of the day, eg between hours of 9am to 5pm monday to friday

I don't think this is the answer that you are looking for, but it might point you in the right direction.
You are able to restrict access, such as by time of day or by location using Active Directory or Azure Active Directory.
If you restrict access by hours that would mean access to all the domain resources, not just CRM.

There isn't really a way to restrict users from accessing CRM for certain hours a day.
Restricting access to users can be done by either removal of licenses or implementation of security groups on environments, but nothing for certain hours as such.
