Pay Rate Greyed Out for Hourly Employees

I have setup the compensation plan and all its relevant associations but for some reason when I assign the plan to an employee, the pay rate doesn’t appear. Shown below is the screen shot, can you point me to the root source of why the pay rate is not appearing even though I have the compensation structure setup and the effective dates are applicable.
