Outlook client tracking automatically associates email to records via their email address

This has been an ongoing behaviour throughout my experience with Dynamics but we're now working with CRM 2016 and I'm hoping there is a way of modifying this.

By default, whenever you track any Email in Outlook it will automatically be associated/linked to any records (User, Account, Contact) which match the email address in the From, To, or cc fields.  I do not want Dynamics to do this as some of those linkages are not correct (the cc'd contact should not show this email in their history).  I want my tracking to be exclusively linked via the Regarding field so that we can specify the exact record that needs to be associated.

Does anyone know if there is a way to configure this or restrict this behaviour?

    I should also add that I've tried to restrict the matching through the Outlook client settings and turned off Synchronization.  Even still, the emails I track will match Account, User, Contact, etc. where an email address matches.  Even if this did work, I would like a solution that works globally so I don't have to manage these settings for all users.

    Update, the settings above do work but don't seem to take effect unless you go into the Configuration Wizard and click on Synchronization to force a sync.  There are other means to propagate settings to all users to have it apply globally, so I guess I'll have to go that route.
