Added the permission and waited over an hour before I attempted. Could not add a DB to the sandbox that was already created. Attempted to create a production instance with a DB and still received the same error
The error I get when trying to add database is the following

1.If you have "Dynamics 365 Customer Service Enterprise" license, then make sure the app you are trying to enable is "Customer Service".
2.Make sure there are more than 1GB available capacity in your tenant.
3.Recommed to use PowerShell to create a new environment: https://docs.microsoft.com/en-us/powershell/module/microsoft.powerapps.administration.powershell/new-adminpowerappenvironment?view=pa-ps-latest
If new environments still cannot be created, kindly raise a ticket to Microsoft Support, they will help check license details from the backend.
