Minimum license requirements for Dynamics 365 Finance and Supply chain management apps

We are a vendor in South Korea and we are under the SPLA model (not CSP) and I would like to clarify the minimum licensing requirements for Dynamics 365 for Finance and for Supply Chain Management(SCM) apps. I have read through the entire June 2020 Microsoft Dynamics license guide document. From that I understand that there are a minimum of 20 full base user licenses required for Finance and the same applies to the SCM app. Once fulfilling the minimum base of 20 full license users for one particular app, say Finance, we can purchase attach licenses to add-on to the purchased based licenses.

 

But say if I have 30 people in the organisation, and 20 of them are Finance full users, and the remaining 10 users want SCM functionality, does it mean I need to purchase another minimum of 20 base full licenses for SCM (i.e. a total of minimum 40 licenses for 30 people)? That would mean for a 30 person organisation, the expense for licensing Dynamics Finance and Supply Chain has increased by a huge amount. What would be the best budget-friendly license configuration combination for my 30 user example so we can sell the solution to the customer?

Could I buy 20 base full Finance licenses then 10 activity level SCM licenses for 10 other users? (I am guessing not if I read the license guide correctly)

Also, would answers to the above question(s) apply to both our existing customer upgrading from AX2012 (on-prem) to Dynamics 365 in the cloud as well as a brand new potential customer ?

    I think the cheapest solution for you is to buy 30 "full" licenses (Finance, with SCM add-on).

    The licensing guide mentions (for non CSP):

    Customers may combine Finance, Supply Chain Management, Commerce base USLs and/or device (2.5 device

    SLs equal 1 base USL) Ls to satisfy the 20-user minimum purchase

    Do you plan to give the 10 SCM users only features that require at maximum the Activity license?

    20 full finance sounds good, however 10 activity for SCM might not be sufficient to all the work in SCM, may consider them full as well

    so 20 finance full and 10 scm activity = total 30 people

    And regardless of the scope of functionality for scm, is 20 full finance(20 people) + 10 scm activity (+10 people) even possible to purchase under the license guidelines?

    Found the below transcript from one who explains about licensing.. Hope this clears your question

    Once you have established the Base Licenses(20) needs for your users, you can offer subsets of your users additional applications by “attaching” one or more Dynamics 365 Attach License to the Base License. For example, let’s say you have 30 accounting users requiring the Finance 365 Base License as their foundation. Among your 30 accounting team users you may have application residing in one of the 365 Base licenses. Let’s say that 10 of the 30 named accounting users also have a need for features residing in the Supply Chain Management application, then you Attach 10 Supply Chain Management subscription

    Ruben,

    it depends on what you already have.

    If you don't have any licenses yet, then the answer is no, because the minimum nr of licenses for each application is 20.

    The Way i would understand this it is possible to buy 

    20 Finance

    10 SCM

    1 Commerce 

    Correct?

    or do i have to buy 31 Finance and 10 SCM Add On and one Commerce Add On ?
