There are several ways on how you can get a hold of the CRM v9 key, but it will depend on how you have obtained your licenses.
If you have previously obtained the CRM v9 key through the download site for Dynamics CRM 2016 (https://www.microsoft.com/en-us/download/details.aspx?id=50372), that means you have a 90 day trial key and if you want to purchase a new one, you will need to engage the Sales team to purchase a valid v9 key.
If you are a Partner or have access to IUR (Internal Use Rights) licenses due to your competences as a Partner, or through a Microsoft Action Pack, please note that Microsoft only provided the v8 Dual Use Rights key due to DPL (Dynamics Price List) and no longer provides the key this way. In order for you to get an hold of a v9 key, you will need to raise a support request through PSBC (PartnerSource Business Center).
In case you want to obtain the key to one of your customers, based on licenses they have purchased, you will need to grant them access to the CustomerSource portal, so that they can retrieve the key from it, or, you can provide it from PartnerSource.
