We've been having issues when trying to assign an Employee Rate Table to a Project. After setting up the project and creating the budget using the respective cost categories, when we try to go in and assign an existing Employee Rate Table, we get an error message that reads, "Please enter a Project Labor Rate Table ID first." It is not clear why I am getting this area as it comes up after I select a Project Labor Rate Table ID. In fact no matter which ID I select, I get the same message.
I am confident that the IDs that I am selecting are valid as they are being used on other projects, so it is not clear why GP is preventing me from using them on new projects.
Any help would be appreciated.

Hi - I know this is very late - but perhaps someone else will come across the post in the future and find the answer!!
You need to add add a default Labor Rate Table ID to the project first. To do this, open the Project Maintenance window and click the Billings Settings button. In here, select a default Labour Rate Table ID. Then you will be able to go back and edit the Cost Category in the Budget area and attach whatever Rate Table ID you need to attach to each timesheet type cost category.
