The employee is visible in the calendar when he has booked leave within the start-end dates of calendar view. But, he is not visible when he has no booked leave, with 'Without requests' on in View options. All other employees are visible in the same scenario. The employee has an active Leave plan.

This is strange behavior. I tried in my system and It is working fine.
For example, If you try to create a new worker with the same setup as the existing worker. Does it work?
Do you have cross-company leave view enabled in your environment?
Thanks for the reply. There are many users set up in exactly the same way, but it is only this one specific user that is not visible on the calendar (even with ''Without requests' on in View options).
I think I can answer my own question, after further investigation. It seems to be a bug. Maybe someone else can confirm.
A worker is not visible in the company calendar if the applied date range includes any day for which they have been denied a leave request. Unless, they also have an approved leave request within that range.
This issue has been recognised as a bug:

Scenario was raised to our D365 Human Resources Engineering Group and is currently being worked on by our developers, via work item #597059.
