I would like to create 1 company by country in ERP, in this company including many Legal entities. That Legal entities will be managed by financial dimension. E.g., I would like to understand is that possible for Europe tax and Audit purposes, for example , I want to know whether this proposal can met localization package features for Spain, such as VAT declaration 303 , Immediate Supply of Information on VAT

If you create legal entities as dimensions, then you can only use those in transactions.
Your vat, localization will only work on the legal entity you created as country Legal entity.
