Our client is on version: 1.89.2008.0. In this version conditiona content ( https://learn.microsoft.com/en-us/dynamics365/marketing/conditional-content) is out of beta and publicly available.
In real time marketing we do not see the button icon.

How do you get the conditional content button?
From all the documents and indications, it looks like this is only for emails in the real-time marketing.
I don't really get how/why the functionals are so different between outbound marketing and real-time marketing.
No conditional content function in outbound marketing. No email template for real-time marketing. etc.

As the documentation said, Conditional content can be a section or an image:
But your screenshot shows that you are using 'Text' element in marketing email, so it is normal that the conditional content button is not displayed.
