I've checked the GL40200 (Segment Description Master) table and there is not a USERID field. The GL00100 (Account Master) doesn't even have a USERID field. Am I missing something?

Not after the fact.
You could set up change tracking with GP Power Tools and store data in a text log or SQL table or send emails.
