May I know how to set Service Item with no inventory transaction control in AX2012?

You would normally create an item of Type 'Service' and give it an Item Model Group which has Stocked Product unticked:

However... If you want to use these items as a part of a BOM you have to have inventory transactions.
Unticking the "Stocked product" is only for items that have vendor or customer transactions and can not be used internally. These items are more like expense items and are "consumed" immediately.
You can use service type item and uncheck the inventory transactions, but keep the stocked product on your item group if you either have need to connect sales and purchase cost prices or use the services as a part of a BOM.

Service items with no inventory transactions are used for activitiy based subcontracting (using production flows). In that case the service is not part of the BOM but directly derived from the activity.
