Two user accounts mixed up

We have two users on our CRM whose details have become mixed up. One of them has an Azure account, the other is an on-prem AD account synced to the same Azure tenant. They are both CRM users, and one of them is now showing the Full Name of the other but has retained their own email address. More worryingly, this account now has all the permissions and rights of the other, which allow access to restricted data. Is there a way to disentangle these accounts without deleting and re-creating one or both accounts? If deleting and starting again is necessary, what will happen to records, emails etc that are associated with them in the CRM?
