Hi Sriram GS,
The primary address is your default address if no other address exists.
The primary for country works in conjunction with Registration ID's. For e.g. if you have multiple address for a given country (RUS) and there is a registration ID (setup with option set to primary for country). You can specify the registration ID on any vendor address. However if you mark any address as 'Primary for country', the registration ID will automatically gets copied from the other address to the one marked 'Primary for country'.

Unless you are using localization and registration ID's, ignore 'Primary for country' checkbox/field.
