Can a resource mark a project task as completed, regardless whether the task takes more or less time than expected in the project?Can a project manager do that?

I have been able to create the field and business rules, but cannot display the new field in the project. There is no project task view with the same fields as the project form, even when I put the field in all views, the project form doesn't show it. Do you have any suggestion?

Yes, there is such field on project task. It is a matter of displaying it to users. You may need to have a custom grid with tasks to display it there.
You could also have a field on time entry and a resource could use a custom field 'Close task' that would trigger the workflow that closes the task.
