I have a SQL 2016 server running GP 2016 16.00.0864 (r2)
On the server all GP logins work normally.
From a client computer only "sa" works, all others fail without regard to Role.
Go to one of your workstations. Log into GP as 'sa' and set a user's password. Then try to login as this user on this workstation.
So simple and yet eluded me completely.

What this means is that your ODBC connection string is different on the server and on the workstation, which is not a good thing.. technically it should be identical everywhere to avoid exactly this type of issues..
