This is standard behaviour in system what you are facing.
You can only delete the address in "Workers" form when the address itself is not set to 'Primary'.
For example; when you select below address which is already set as a Primary address for the worker; then system will not allow you to delete that address.
But if you select the 2nd address which is not set as primary; system will allow you to delete that address as you can see below.
Therefore; you can apply below solution;
--- Edit the 'Primary' address and maintain appropriate record in that.
--- Else; create a new address and set it as Primary. Automatically system will turn the 1st address 'No' to primary address anymore. Then you will be able to delete it.
