Technically speaking, this object already exists in NAV, I'm merely fixing a bug, plus a few changes to the interface that isn't necessarily a bug but more of a missing option that the system supports but wasn't implemented. I plan to make a tutorial for this but wanted to include the fob for those who don't have the development license. Will it be legal for me to allow users to download the modified object, in the fob format, so they can import the fix? Obviously, this object is not mine, however, the technicality is that the person downloading the object should already have it and it will only work for their specific NAV version. The fix is for NAV 2018, it doesn't and won't work for older versions of NAV.

Alexander, thank you for the link, just joined Microsoft Collaborate. I will definitely report the bug to them.
The best option is to report that bug to Microsoft product team (e.g., using Microsoft Collaborate portal https://aka.ms/collaborate ) or github.com/.../AL for newest version. Then if it is really a bug and it is critical, it would be fixed quite quickly, usually in the next update. However if you want to distribute the .FOB file, I do not see licensing violation here.
You can definitely share the knowledge. But the user who want to use this should use on their risk.
