How to get Requestor as an approver in the purchase requisition workflow

We want to use the feature of preparing requisitions 'on behalf of' other people widely. However, the person having the requisition prepared for them doesn't know about it. I want to add in to the workflow a first approval by the actual 'requestor' so that they are in approval of what has been prepared for them.

Problems so far - Requestor isn't a 'participant' option in the approval box set up.

Also, If I use 'managerial hierarchy' the approval always jumps up a level to the requestors line manager, although I can set the hierarchy to start with the requestor.

Anyone found a way around this, or a way to include a different hierarchy that I might be able to fix as only having the requestor in it?

thanks Crispin, I didn't know that tick box was there, that's useful. However the submitter and the requestor are different users. I cannot hard code the user into the workflow as it will be different every time. I think we will need a development here.
