Please make sure you are following the below steps:

Create a new mailbox in the target tenant that you want to connect to. This mailbox will be used to send and receive emails between the two tenants.
In Dynamics 365 CRM, navigate to the Email tab and select the mailboxes area.
Click on "New" to create a new mailbox, and select "Exchange" as the mailbox type.
Fill in the necessary details for the mailbox, including the email address, username, and password for the mailbox you created in step 1.
Click on "Test and Enable Mailbox" to make sure that the mailbox is working properly and has been properly configured.
Once the mailbox has been enabled, you will be able to use the "Advanced Relationship Management" feature to create cross-tenant connections.
In the Advanced Relationship Management settings, you can create a new connection and provide the mailbox email address and user credential created in step 1.
With these steps, your system should be set up for cross-tenant mailbox and ARC in Dynamics 365 CRM.
Please keep in mind, cross tenant mailbox feature is only available in enterprise edition of dynamics 365. You also need to check for the necessary permissions for your app registration and user in target tenant which you are trying to connect.
