Security Key for form setup

In AX2009 SP1, can anyone tell me the name of the security key that controls the setup option on the right click menu of each form? This is disabled for all but admin users and I can't find the key to open it up to all users.

I found it. In the security tree under Administration, Miscellaneous, Forms Personalization :)

You also have to go to Development / Add Fields
