Reset all distribution greyed out for roles other than system admin

Hi folks, 
 
As a system admin, I can use the reset all distribution button on the PO accounting distribution form when the status of the PO is approved but for our users, this button is greyed out. Through security diagnostic, I was able to find some duties and privileges assigned to the accounting distribution page but none of them are working for that user.
 
As highlighted is yellow is the button greyed out for our user. The user already has roles assigned on this page.

    Thank you both. The issue was resolved by assigning one of the duties to a custom role I created. The duty added was maintain accounting distribution for customer-free text invoices.

    According to code, the user needs to have at least Edit permissions for AccountingDistribution form. Is it the case?
     
    There are also some other conditions (e.g. regarding the source document state), but if you're testing it on the identical data, this isn't the cause.
