Marketing contacts ≠ Contacts.
Marketing contacts only include those that you engage with marketing activities such as emails, landing pages, forms, LinkedIn integration, events, and surveys. Contacts that you never engage in marketing activities won't be counted as part of this quota.
And the email quota is equal to ten times the marketing contacts quota for subscribed (paid) versions.
So you need to check the quota limit to marketing contacts in your application from Settings > Overview > Quota limits. (Here as I am using the trial version, the limits are fixed. Limits for trials (Dynamics 365 Marketing) | Microsoft Docs)
If the limit to Marketing contacts is also 0, please check if you have the license to Marketing application in Microsoft 365 admin center.
