Queued Invitation for less than 5 email addresses

We have a process that sends survey invites to a very small number of email addresses at a time. One of our test runs sent out the invitation to one of the test email addresses but the other one got stuck on a Queued status, I am unsure of how this exactly happens or how to avoid it. Its been in queued status since yesterday, as context we don't send thousands of invites at a time.

Project URL. You can copy and paste the URL from your browser. We need "Form ID" GUID from that URL
