License Question- We have disabled users in on prem and are migrating to cloud, do we have to license all users disabled and active?

We have disabled users in on prem and are migrating to cloud, do we have to license all users disabled and active? Can we import past users that had records associated to their accounts but are not active?

    Hi there,

    In Dynamics 365 online, once you assign a license the expected is the user appear as enabled, so if you have users that don't need to be enabled in online org for now you can keep them with no license, this will keep them disabled.

    Anytime you can enable users currently disabled by assigning a valid license.
