Web page access control rules.

Hi All,

I have an issue in restricting the contacts from accessing the portal pages.
I created a web access control on a page. And then created a new Web role and assigned this web access control to this web role.
Then I removed all existing web roles from my contact and and assigned only the new web role created.
Then cleared the cache. When i tried to access the portal, I could access all the pages. Any guess what i could be missing?
Appreciate any help in this.

    Have you set permissions to access specific pages?
    I am the global administrator and system administrator for the organization, and I can't see the page with permission to access set.

    Yes, Permissions are set for the pages. The role, KB Reader is assigned to only one page. The rest of the pages have multiple roles assigned(HAdmin, HContact, Administrators).
    My user is in KBReader Role now but can open all pages.
