I have moved the question to the Dynamics AX forum. Can you tell if system administrators are able to see the output orders? If so, it would be related to security configuration.
If system administrators are also not able to see this option, then it might be the case that you are running AX 2012 R3 with the new advanced warehouse management features enabled and the legacy Warehouse management II configuration key disabled.
