Yes, Visual Studio allows you to create extensions with custom logic - see Visual Studio Extensibility. Microsoft even created a special type of project for F&O, Dynamics Developer Tools Add-in, which is intended to give you easier way to create such extensions (while significantly limiting your options, so it doesn't necessarily have to be suitable for you).
