Does Microsoft Dynamics AX 2012 meet all ITAR United Stastes Regulations

Guess that depends on what you mean by meeting the Regulations.
Is AX 2012 set up to enforce the rules? - no.
Can it be made compliant using the correct setup of policies, workflows and logging features? - yes
As with IFRS and GAAP compliance, it's not the application as such that is compliant, it's the installation.
As to my knowledge there is no whitepaper that describes how to set it up so it complies with the ITAR regulations.
