User's request to the record owner for changing the values of the fields in the record

Whenever a user make any changes to a record. The owner should be notified with the updated values and record should be saved with the updated values by record owner only. or whether user can request the changes to be made to a certain field value from the CRM to the record owner.

Hello,

That can't be done with OOB functionality.

I would say that would require massive development efforts from your side in order to implement such kind of requirements.
