you can deploy deployable packages via LCS. Just upload the package to LCS Asset library and then apply it into an environment.

But its cloud hosted, cannot deploy from LCS.
what do you mean "it's cloud hosted, cannot deploy from LCS"? If it's cloud hosted, then you can deploy from LCS.
Only if it's not cloud hosted (=local VHD) then you can't deploy via LCS. Then you can deploy using command line: docs.microsoft.com/.../install-deployable-package

I think it's difficult to say what could be wrong without having more information about your situation.
1) What do you mean by "that"?
2) What do you mean by "entity did not appear"?
If you uploaded the deployable package in LCS you should check if the package is available in the LCS project. If it is only in the shared assets, it will not show up. If it is in the asset library of the project, you can see the status of validation. If there are errors, it won't get validated and then the deployable package is also not visible when starting a deployment.

2. Go to LCS > Asset library > Upload deployable package. Apply update on cloud hosted environment(i.e., in development environment).
