I want to alter the Quick View Form that displays when someone adds a Phone call via the Activity feed but the form is locked and I cannot modify it. I created a new form that displays the fields I want it to but I can't find a way to select my new form over the old form

You can navigate to Settings-> Customizations->Customize the System->Expand entities->Phone Call->Forms to change the quick create form order:
Then move your form up is ok.
Thanks but this did not solve my problem. The old form still shows up in the activity feed. I get an error saying I cannot change the form order of a managed form...Guess it can't be done.
This is a weird thing.
Are you System Administrator of CRM? Could you provide some screenshots of your quick create form?

Yes I am the system admin. I have attached screenshots of what it says. I don't think Microsoft allows you to change that particular form for some reason.
This is a weird thing. I can modify it and change the order of phone call form without any error.
This could be a bug. I suggest you contact Microsoft Support.
