Can we upgrade report from 2009 to 2015 without using 2013 database . Can we automatically create dataset without using 2013.

IF you want report directly in NAV 2015 then manually design the report
As other members mentioned, you can't directly jump with a report from 2009 to 2015.
Follow this guide of how to perform upgrade from 2009 to 2015:

You cannot import an object in Latest NAV like 2015/16 that does not have a DATASET section.
The total architecture is different so we need a bridge. NAV 2013 was a bridge between older RTC and current RTC architecture.
So the answer is NO.
you need the nav2013 step to convert the nav2009 report to rdlc.
for that simply download nav 2013 w1 from mibuso.com/.../microsoft-dynamics-nav-w1-2013
you can start finsql.exe directly from setup folder.
if the report is a classic report you have to create a new (rdlc) report in nav 2015. you can only copy the code if applicable.
you can only upgrade rdl reports, which have a (new) layout, directly in nav 2013 using menu action "tools - upgrade reports".
in nav 2015 you do not have that action in the dev. env.
