is this a user that has tested a lot the portal?

we have sent application to the user , the user is getting an email along with the link but once he clicks that he is facing that issue.
this happened to me too. it's because they have logged with that user name many times. you could try to: delete cookies and files and history, log in a private browsing sessions.
have you already done it?
