Could not upgrade the extension 'System Application' by 'Microsoft' due to the following error: 'You do not have the following permissions on TableData Published Application: Read.

We are trying to Update Business Central On-Premise from version 15.2.39040.0' to '19.0.29894.30693' using the SuperUser Permission Set ID and the following error keeps popping up. We do not have access to the user interface and can only carry permission set updates from the Business central Administration command Line.  Does anyone have an idea how to resolve it ?
