problem with business rule

I've this business rule in opportunity that is not working ... can somebody help me to understand where I'm wrong?

 
condition + action 
IF [actualvalue] contains no data OR [actualvalue] = 0 THEN
 
'set default value' as [myfield1] = [estimatedvalue] - [myfield2]

    i solved the problem, reversing the control logic to trigger the "business rule" ([actualvalue] contains data or > o)
