Customer postal address entity question

Is Customer postal address meant to be used only for updating existing addresses?
 
I am trying to import new multiple addresses for one customer and I am asked to provide Location ID.
 
I see that addresses location ID is number sequence generated.
 
Can someone clarify it for me?
