Is Microsoft Corporation Microsoft Access database engine 2010 needed for GP?

I have three users with GP. Of those three, only one of those users has Management Reporter. We are running GP 2013 R2.

I have a user with a Microsoft Corporation Microsoft Access database engine 2010 update that keeps failing in Windows Updates. I have tried trouble shooting but cannot get the update to install. I'm wondering if database engine is even needed? Can I just uninstall it and maybe that will fix the update issue?

I did some research and it looks like database engine may only be needed for MR, but I'm not sure. Additionally, I have other computers with GP installed that do not have database engine installed and the users work in GP without trouble on those computers. So that further looks like database engine is not needed. 

All computers that have GP installed also have Office 2016 installed.

    The MS Access engine is needed to run the FRx to MR migration tool. GP has not use of that engine.
