Copy a User (Permissions, personalizations, queries, report configurations)

I have struggled to locate a simple way to take an existing user account and their permissions, personalizations, report criteria, and copy it directly over to a new account. Our Controller left the company, and a new hire needs to have everything the original user had. Is there a quick way to do this?

Thank you for these suggestions. There isn't an "out of the box" way to achieve the user copy? We currently have no developer resource to assist in these functions.
