When i try to load consent, the proces stops after creating ~450 records (150 contacts, 3 records per email address), but there are 80.000 contact in the environment.

When the read level for contact records in the security role I have been given is business unit.
It is not possible to read contact records from other business units, and therefore it is not possible to load contact consent records from other business units.
I can only load consent records for contacts in my business unit.
Therefore, please check whether your security roles allow you to read contact records of other business units or the organization as a whole.
