When you create new vendor collaboration users, it will assume it is an organizational account as Azure AD is used to complete the onboarding process. This implies that in this process, you can't use Gmail accounts. Note that you can actually register users with a Gmail account. I wrote about this in my blog: How to correctly setup external or guest users in Dynamics 365 F&O - Dynamicspedia. Probably, you can setup the vendor collaboration users manually, but it comes with a high risk that you might setup the user, person relation and security role assignments incorrectly. With the wrong setup, an external user might have access to other vendors' information.
In my opinion, for vendor collaboration, an organizational account is recommended and more professional compared to a Gmail account. Providing self-service access to workers using a Gmail account is understandable.
