I have sales order and it is shipped not invoiced , then we did the Undo Shipment , when i tried to delete the order i got the below error in the screen shot

Then you can just go to the sales order and delete it.
the shipment has been deleted so i cant do the Un Do shipment
You need to undo the shipment first and make sure none of the lines on the order are shipped then you can use the delete action on the sales order to delete it.
i figured out that the user delete the shipment not Un do the shipment
so how we delete the sales order ?

It is referring to the shipment, what is the value for the Qty. Shipped on that line?
