It's already activated, but it still doesn't allow me to change the price or set the override
You would need to allow override on the release product before the checkbox can be enabled on the sale order.
All right, I must admit that I'm not familiar with this Call center functionality. A comment in code says that "A user may not turn on a price override via the checkbox, they may only turn off the price override via the checkbox.".

check box for the override is also uneditable
It seems that you need to tick "Total discount override" if you want to set your own value instead of the calculated one.
