Part time employee leave and absence

Hi Team,

I have an employee. His position, on the FTE, I set it to 0.40 as he is part time. I have a leave plan where holidays are set to 26 per year. I have ticked the option that says use full time equivalency. When I add him to the plan, he is getting a full 26 days instead of 10.4. I done something similar on the sandbox before and that worked so unsure where its going wrong.
