Disabling US taxation for payroll

Hi,

I am trying to map payroll process for a company outside of US which does not have any taxation on salary. I have been able to define earning codes and am getting those on earning statement. But when I go for pay statement taxes are getting deducted. Also it is mandatory to define tax region for employee. 

Anyone has any clue in how to disable it
