Today, We are getting below error while clicking on Advanced Settings. This is on dev environment and all developers have "System Admin" role.

The reason I had this error was that no licence had been assigned to the user. Once licence was assigned everything worked fine. Message is very misleading and needs review.
We got a much better message form the access checker
yoursolution.crm11.dynamics.com/.../msdyn_AppAccessChecker.html

The error message is suggesting that something is wrong with your sitemap. Have you changed it recently?
Could you please see if the following link [your organization]/tools/systemcustomization/systemcustomization.aspx# works and check your sitemap?
Additionally, you can export the site map from a working instance and import it in the affected org.
