Failed to find workflow version error- had to revert changes

I recently made a simple change to our expenses management workflow. There are only 2 steps, which I changed the order of.  I made the workflow active but then  I had 3 examples of people who got this error when trying to submit expenses that were already created but not submitted before the change.  When I reverted back the version to the previous one, they could then submit fine. 
 
When I test this myself in another environment, create a claim, change the workflow version then try to submit it works fine!  I cannot identify what it was about these examples that caused the problem.  I still need to redeploy the change. We are using 10.0.39.
 
I've seen other posts with this error but their issue seemed to be with the workflow itself not being set up correctly, however this was working fine before changing the active version,
 
Any ideas?

    Hi,
    This error is mentioned in the known issues of LCS, and it mentions that this is a legitimate error due to a workflow misconfiguration. And the version of this issue is 10.0.25, so it is not specific to 10.0.39.

    Thanks Hana for your help, but I don't understand.  It works fine in my test environment of the same version, there are only 2 boxes which I swapped the order of, there is no other way to configure it.  the only thing that really changed are the connector lines.
     
    If it's a 'known issue' is it a Microsoft bug of some sort?  
     
    If it's a misconfiguration why does the workflow allow me to save and activate it? How can I determine what it is not happy about?

    Just a thought, you mentioned that the expenses were already created but not submitted before the change, have you tried creating a new expense report document and submit to the newly activated workflow to see if it works.

    It works in test environment fine with either claims created before the change, and after the change.  I had to revert the workflow version back to what it was in production due to the errors seen so I can't recreate the error to test any further.
